The Federal Government has introduced stricter promotion requirements for senior treasury officers, making verified performance appraisal reports mandatory for those seeking directorate-level positions in the 2026 promotion exercise.
The directive, contained in a June 23, 2026 circular signed by the Director (Administration), Dauda Abdulhamid, on behalf of the Accountant-General of the Federation, states that only officers with properly completed and endorsed Performance Management System (PMS) appraisal reports will qualify for the promotion examination and interview.

Officers on Salary Grade Levels 15 and 16 are required to submit PMS appraisal reports for 2023, 2024 and 2025, along with their 2022 Annual Performance Evaluation Report. Those on Grade Level 14 must submit PMS reports for 2023 to 2025.
The circular warned that incomplete, unsigned or improperly completed appraisal reports, as well as late or falsified documents, will lead to disqualification from the promotion exercise.
The move is part of the Federal Government’s ongoing civil service reforms aimed at ensuring promotions are based on measurable performance, accountability and competence rather than years of service alone.
